В обращении к Арарату Мирзояну содержится призыв в соответствии с Венской конвенцией о консульских сношениях использовать механизм консульского доступа через третьи страны в отношении удерживаемых в Баку армянских пленных. Также предлагается обратиться к нейтральной третьей стране, в частности к Швейцарской Конфедерации, с просьбой от имени Армении обеспечить консульский доступ ко всем армянским пленным и срочную медицинскую помощь для Рубена Варданяна. В письме к президенту Швейцарской Конфедерации Карин Келлер-Зуттер звучит просьба взять на себя роль посредника и обеспечить консульский доступ к армянским пленным.
