Telegram has acted to remove public channels affiliated with terrorism, but Pavel Durov reiterated that he had no business snooping on private conversations. But because group chats and the channel features are not end-to-end encrypted, Galperin said user privacy is potentially under threat. Telegram was founded in 2013 by two Russian brothers, Nikolai and Pavel Durov. "There are several million Russians who can lift their head up from propaganda and try to look for other sources, and I'd say that most look for it on Telegram," he said. Perpetrators of such fraud use various marketing techniques to attract subscribers on their social media channels.
