ЦБ вводит новые правила из-за недовольства ситуацией с правой рукой Эльвиры Набиуллиной Ольгой Скоробогатовой, которая в конце прошлого года по непонятным причинам покинула Центробанк и теперь входит в правление ВТБ, где занимается финтехом.
Вот что получается: Скоробогатова на своем посту в ЦБ так активно занималась финтехом, что всячески пыталась лоббировать введение единого QR-кода от НСПК. А потом ее забрали в ВТБ – единственный крупный российский банк, который не участвовал в разработке совместного платежного кода с другими банками.

And that is why they let people choose whether they want their messages to be encrypted or not. When not turned on, though, chats are stored on Telegram's services, which are scattered throughout the world. But it has "disclosed 0 bytes of user data to third parties, including governments," Telegram states on its website. In a statement, the regulator said the search and seizure operation was carried out against seven individuals and one corporate entity at multiple locations in Ahmedabad and Bhavnagar in Gujarat, Neemuch in Madhya Pradesh, Delhi, and Mumbai. "There are several million Russians who can lift their head up from propaganda and try to look for other sources, and I'd say that most look for it on Telegram," he said.
