🔸اما این به معنی قصور اخلاقی حاکمیت نیست. آنقدر کشور تحت تأثیر فشار نظام سلطه قرار داشت که تمام توان خود را صرف مسائل خارجی کرد و نتوانست به میزان شایسته‌ای به مشکلات داخلی توجه کند.
