За словами державного секретаря США Ентоні Блінкена, нова військова допомога надається в межах раніше застосованого президентом США повноваження на використання запасів Міністерства оборони (програма PDA).
До пакета увійшли ракети Stinger, засоби протидії безпілотникам, боєприпаси для систем HIMARS, 155-мм і 105-мм артилерійські боєприпаси, дрони, протипіхотні міни, протитанкові комплекси Javelin і AT-4; протитанкові ракети TOW, стрілецька зброя і боєприпаси, обладнання та боєприпаси для підривних робіт, а також «обладнання для захисту критично важливої національної інфраструктури».
