Согласно проекту постановления, в действующий перечень из 12 городов предлагается добавить Гусиноозерск, Селенгинск, Улан-Удэ, Махачкалу, Кызыл, Абакан, Черногорск, Барнаул, Петровск-Забайкальский, Ачинск, Лесосибирск, Минусинск, Уссурийск, Комсомольск-на-Амуре, Чегдомын, Астрахань, Ангарск, Зиму, Иркутск, Свирск, Усолье-Сибирское, Черемхово, Шелехов, Кемерово, Курган, Искитим, Новочеркасск, Ростов-на-Дону и Южно-Сахалинск.

On December 23rd, 2020, Pavel Durov posted to his channel that the company would need to start generating revenue. In early 2021, he added that any advertising on the platform would not use user data for targeting, and that it would be focused on “large one-to-many channels.” He pledged that ads would be “non-intrusive” and that most users would simply not notice any change. Just days after Russia invaded Ukraine, Durov wrote that Telegram was "increasingly becoming a source of unverified information," and he worried about the app being used to "incite ethnic hatred." In a message on his Telegram channel recently recounting the episode, Durov wrote: "I lost my company and my home, but would do it again – without hesitation." Groups are also not fully encrypted, end-to-end. This includes private groups. Private groups cannot be seen by other Telegram users, but Telegram itself can see the groups and all of the communications that you have in them. All of the same risks and warnings about channels can be applied to groups. But Telegram says people want to keep their chat history when they get a new phone, and they like having a data backup that will sync their chats across multiple devices. And that is why they let people choose whether they want their messages to be encrypted or not. When not turned on, though, chats are stored on Telegram's services, which are scattered throughout the world. But it has "disclosed 0 bytes of user data to third parties, including governments," Telegram states on its website.
