Если смысл в предложении не меняется от положения наречия (или другого "вклинутого" слова между to и глаголом, то стройте предложение по привычной схеме - так правильнее. Однако в некоторых случаях разделенный инфинитив поможет избежать двусмысленности:
She decided GRADUALLY to get rid of the teddy bears she had collected. Она постепенно решила избавиться от мишек, которые собирала. Постепенно решила.
She decided to get rid of the teddy bears she had collected GRADUALLY. Она решила избавиться от мишек, которые собирала постепенно. Постепенно собирала.
