В ходе беседы состоялся обмен мнениями по вопросам внутриполитической обстановки в КАР с акцентом на подготовку к проведению 20 октября 2024 г. парламентских выборов в автономии. Были также затронуты темы, относящиеся к положению этнорелигиозных меньшинств в Курдском автономном районе.
On August 6, 2024, Mr. Maxim Rubin, Consul General of Russia in Erbil, held a meeting with Mr. Aydin Maruf Selim, Minister of State for Minority Affairs of the Kurdistan Autonomous Region. During the conversation, the parties exchanged views on issues of the internal political situation in the Kurdistan region, with an emphasis on preparations for the parliamentary elections on October 20, 2024. Topics related to the situation of ethno-religious minorities in the Kurdistan Autonomous Region were also touched upon.

In 2018, Russia banned Telegram although it reversed the prohibition two years later. One thing that Telegram now offers to all users is the ability to “disappear” messages or set remote deletion deadlines. That enables users to have much more control over how long people can access what you’re sending them. Given that Russian law enforcement officials are reportedly (via Insider) stopping people in the street and demanding to read their text messages, this could be vital to protect individuals from reprisals. He floated the idea of restricting the use of Telegram in Ukraine and Russia, a suggestion that was met with fierce opposition from users. Shortly after, Durov backed off the idea. The last couple days have exemplified that uncertainty. On Thursday, news emerged that talks in Turkey between the Russia and Ukraine yielded no positive result. But on Friday, Reuters reported that Russian President Vladimir Putin said there had been some “positive shifts” in talks between the two sides. The original Telegram channel has expanded into a web of accounts for different locations, including specific pages made for individual Russian cities. There's also an English-language website, which states it is owned by the people who run the Telegram channels.
