Власти Ханты-Мансийского автономного округа решили поэкспериментировать со способами ремонта муниципальных дорог. По предложению «Северавтодора», местным властям будет разрешено тратить выделенные из окружного бюджета субсидии на новый вид работ – «обустройство защитных слоев и слоев износа проезжей части». По мнению госкомпании, новый подход позволит сократить расходы на ремонты. He urged users to be mistrustful of the things shared on Channels, and initially threatened to block the feature in the countries involved for the length of the war, saying that he didn’t want Telegram to be used to aggravate conflict or incite ethnic hatred. Pavel Durov even said that users should delete WhatsApp “unless you are cool with all of your photos and messages becoming public one day.” But Telegram can’t be described as a more-secure version of WhatsApp. "Russians are really disconnected from the reality of what happening to their country," Andrey said. "So Telegram has become essential for understanding what's going on to the Russian-speaking world."
