Власть фактически в руках Советов Раб. и Сол. Д. <рабочих и солдатских депутатов>, но в сущности нет никакой власти, т.к. Советы не признают ни горожане в лице Думы, ни различные профессиональные союзы. Погода чисто осенняя, с обеда пошел дождь, к вечеру перешедший в снег. Из базарников никого не видел».
