Записка заместителя председателя Совмина СССР С. Ситаряна на имя члена Политбюро Николая Слюнькова с отзывом на записку Е. Велихова по развитию торговых отношений с Израилем.
Комментируя предложения, Ситарян считает перспективным обмен высокотехнологичной советской продукции (лазерные установки, гидротурбины, системы поиска нефти и газа) на сельскохоpяйственное оборудование и продукцию из Израиля.
Ситарян отзывается и о других преlложения Велихова, очевидно, содержавшихся в других документах. В частности израильская сторона хотела получать по бартеру, также титан и палладий. Зампредсовмина же считал целесообразным продавать такие металлы только за валюту. СССР также готов был за поставки продовольствия из Израиля предоставить стране услуги транспортной авиации.
