Можно ли посредством общего собрания собственников утвердить "Правила проживания в доме" и уполномочить членов Совета дома штрафовать жильцов, нарушающих эти правила? Например: человек курит в лифте, паркуется у дверей подъезда, вынося строительный мусор загадил весь подъезд и лифт и не убрал за собой. На устные замечания и предупреждения не реагирует и продолжает жить "как ему удобно". Хотелось бы иметь возможность силами Совета дома в присутствии свидетелей или сотрудников охраны составить акт о нарушении и на основании него выписать штраф (он будет отдельной строкой добавлен в очередную платёжку о квартплате нарушителю). Возможно ли это, и если да, то как лучше это осуществить? Спасибо!
