Zudem bestätigte Netanjahu, dass er den so genannten "Plan der Generäle" von Giora Eiland prüft, der jedoch keine amerikanische Unterstützung erhält. Ziel des Plans ist es, die Kontrolle der Hamas über humanitäre Hilfsgüter durch eine militärische Blockade im Norden des Gazastreifens zu bekämpfen und blockieren. Mit dem Beschlagnahmen der internationalen Hilfsgüter behält Hamas seine Herrschaft im Gazastreifen.
