The discussion was attended by 21 experts from Russia and Georgia, including MGIMO University, RANEPA Presidential Academy, Lobachevsky Nizhny Novgorod State University, Institute of Asian and African Studies of Moscow State University, Financial University under the Government of the Russian Federation, and the Higher School of Economics.
The discussion turned out to be very interesting. It covered not the situation in Syria only but also its impact on Arab countries, Afghanistan, Israel, Iran, the post-Soviet countries of South Caucasus and Central Asia, Türkiye, as well as migration policy and certain subjects of the Russian Federation, such as Adygea.🇷🇺

But, if all of this is new to you, let us explain, dear friends, what on Earth a Telegram is meant to be, and why you should, or should not, need to care. Just days after Russia invaded Ukraine, Durov wrote that Telegram was "increasingly becoming a source of unverified information," and he worried about the app being used to "incite ethnic hatred." The gold standard of encryption, known as end-to-end encryption, where only the sender and person who receives the message are able to see it, is available on Telegram only when the Secret Chat function is enabled. Voice and video calls are also completely encrypted. In 2014, Pavel Durov fled the country after allies of the Kremlin took control of the social networking site most know just as VK. Russia's intelligence agency had asked Durov to turn over the data of anti-Kremlin protesters. Durov refused to do so. On Feb. 27, however, he admitted from his Russian-language account that "Telegram channels are increasingly becoming a source of unverified information related to Ukrainian events."
