Meanwhile, the company which owns Telegram is registered in the British Virgin Islands. Individual messages can be fully encrypted. But the user has to turn on that function. It's not automatic, as it is on Signal and WhatsApp. In 2018, Russia banned Telegram although it reversed the prohibition two years later. And while money initially moved into stocks in the morning, capital moved out of safe-haven assets. The price of the 10-year Treasury note fell Friday, sending its yield up to 2% from a March closing low of 1.73%. So, uh, whenever I hear about Telegram, it’s always in relation to something bad. What gives?
