Семенченко родился в 1977 г. в Таганроге. Он окончил Ростовский юридический институт МВД России. С 1998 по 2000 гг. проходил службу в органах внутренних дел Ростовской области.
С 2018 по 2020 гг. был прокурором Ворошиловского района Ростова-на-Дону. Приказом генерального прокурора России от 10 сентября 2020 г. был назначен на должность заместителя прокурора Чувашии. Классный чин — старший советник юстиции.

The War on Fakes channel has repeatedly attempted to push conspiracies that footage from Ukraine is somehow being falsified. One post on the channel from February 24 claimed without evidence that a widely viewed photo of a Ukrainian woman injured in an airstrike in the city of Chuhuiv was doctored and that the woman was seen in a different photo days later without injuries. The post, which has over 600,000 views, also baselessly claimed that the woman's blood was actually makeup or grape juice. This provided opportunity to their linked entities to offload their shares at higher prices and make significant profits at the cost of unsuspecting retail investors. The Russian invasion of Ukraine has been a driving force in markets for the past few weeks. On Feb. 27, however, he admitted from his Russian-language account that "Telegram channels are increasingly becoming a source of unverified information related to Ukrainian events." The Securities and Exchange Board of India (Sebi) had carried out a similar exercise in 2017 in a matter related to circulation of messages through WhatsApp.
