В манёврах задействовано более 400 боевых кораблей, подлодок и судов обеспечения вспомогательного флота, порядка 120 самолётов и вертолётов морской авиации, свыше 90 тысяч личного состава.
В отработке практических действий также участвуют корабли и авиация Народно-освободительной армии Китая.
