Решительно невозможно понять, как можно почти на четверть сокращать финансирование и без того дышащего на ладан заполярного здравоохранения. Зато на свой распильный проект "Новый Мурманск" Чибис выделит ещё 1,7 млрд рублей, хотя в него уже вложено 16,8 млрд рублей, но большого прогресса в его реализации так и не произошло.
