ЦБ заявил, что QIWI Банк был вовлечен в расчеты между физлицами и теневым бизнесом.
ЦБ объяснил отзыв лицензии тем, что QIWI нарушал федеральные законы, а также нормативные акты Банка России. В этой связи регулятором в течение последнего года к нему пять раз применялись меры, включая ограничения на осуществление отдельных операций.
Кроме того, по данным ЦБ, «банк систематически допускал нарушения требований законодательства в области противодействия легализации (отмыванию) доходов, полученных преступным путем, и финансированию терроризма».
