Just days after Russia invaded Ukraine, Durov wrote that Telegram was "increasingly becoming a source of unverified information," and he worried about the app being used to "incite ethnic hatred." Many pro-Kremlin channels have become popular, alongside accounts of journalists and other independent observers. For example, WhatsApp restricted the number of times a user could forward something, and developed automated systems that detect and flag objectionable content.
