ЦБ нужно сильно реагировать на шоки продовольствия?
Статья (октябрь 2024) исследователей Банка Англии показывает, что
1) 60% людей сообщают, что шоки продовольствия оказывают сильное влияние на их инфляционные ожидания,
2) в данных видно, что эти шоки довольно инертны и влияют "надолго",
3) и что в модели с "подстройкой ожиданий" получается, что ЦБ должен более быстро/сильно реагировать на рост цен продовольствия.
Это любопытная идея, давно обсуждавшаяся в России. Я действительно слышал (еще в 2015 кажется) смелые идеи, что ЦБ может покупать/продавать пшеницу и сахар в подходящие моменты времени. Экзотика! Так вряд ли стоит поступать, но в России цены продовольственных товаров попадают в тройку основных причин изменения инфляционных ожиданий (часто с курсом доллара и бензином).
Вывод: надо подумать, особенно учитывая то, что в России шоки предложения стали важным драйвером инфляции в 2023-24.
