То есть идея рейтинга возникла в совсем другие времена, в более благоприятных условиях. Но сейчас актуальность этой инициативы только возросла. Ведь Президентом поставлена задача достижения технологического суверенитета. А этого невозможно достигнуть в отрыве от научно-технического развития страны. Рейтинг же будет считывать прогресс этого развития и стимулировать губернаторов.
