Verfaßt wurde das Schreiben am 12. Februar. Rund 560 Projektträger des Bundesprogramms „Demokratie leben“ hatten es erhalten. Konkreter Anlaß war offenbar eine Demonstration im thüringischen Suhl vom 11. Februar. Auf der Einladung zur Protestkundgebung war unter anderem auch das Logo von „Demokratie leben“ abgebildet.
