Если дифференциацию штрафа по размеру дохода сложно себе представить, то штрафные баллы как «дырки» в правах, пусть даже виртуальные на Госуслугах, представить не сложно. Эти баллы, например, можно добавлять повышающим коэффициентом к страховке, а за злостный рецидив — лишать прав. Тогда толк будет.
