Если во втором по величине городе строят одну станцию в год, а по улицам до сих пор ездят маршрутки - то вкладывать деньги в транспорт регионов бессмысленно. Писать нормативы, контракты, закупки - это просто деньги на ветер. Нужно все переводить на коммерческие рельсы, и либо сам себя рынок отрегулирует, а либо все рухнет окончательно - да и хрен с ним.деньги можно потратить на здравоохранение, пользы будет больше… Тем более, денег то и нет особо…
