В планах было построить широкую убегающую вдаль по побережью Кольского залива набережную, возвести на ней красивые многоэтажные дома, украсить набережную величественными зданиями управления морского пароходства, домом рыбной промышленности и другими. Эта городская магистраль с выходом к заливу, с морским портом и площадкой для прогулок и стала бы первой террасой.
Предполагалось, что длина набережной составит 2 километра 800 метров, из них 900 метров у самой воды – на бетонной подпорной стенке. Однако осуществить задуманное, увы, не удалось.
