На самом деле, сами КПП на границах работают, они обслуживают в первую очередь грузовой транспорт, на который ограничения не распространяются. На форуме Винского пользователи пишут, что через них могутвыезжать иностранные граждане (в том числе россияне), при этом единственный способ попасть в страну — через международные аэропорты.
