Дом был построен в начале 1880-х годов. В те времена улица Добролюбова называлась Никольской, а Гоголя в этом месте была улицей Владычная слобода. Изначально дом принадлежал Фёдору Афанасьевичу Клушину, а после 1905 года перешёл к сыновьям. Один из них, Иван Фёдорович, с 1905 по 1907 года занимал должность Городского головы.
