این درخواست کرملین پس از مشاجره لفظی میان زلنسکی و دونالد ترامپ، رئیس جمهوری آمریکا، در کاخ سفید که خواهان پایان سریع درگیری‌ها در اوکراین شده بود، مطرح شد.
دیمیتری پسکوف، سخنگوی کرملین، در یک کنفرانس خبری گفت: «باید کسی زلنسکی را مجبور کند تا نظرش را تغییر دهد. او صلح نمی‌خواهد. باید کسی او را مجبور به خواستن صلح کند».
