On July 28, 2024, Maxim Rubin, Consul General of Russia in Erbil, met Umed Sabah, President of the Diwan of Council of Ministers of the Kurdistan Region of Iraq. The discussion focused on the internal political situation in Iraq with an emphasis on the parliamentary elections in the Kurdistan region and the negotiation process between Baghdad and Erbil. Both sides also exchanged views on the prospects of bilateral cooperation in trade, economic and humanitarian spheres.

In 2018, Russia banned Telegram although it reversed the prohibition two years later. One thing that Telegram now offers to all users is the ability to “disappear” messages or set remote deletion deadlines. That enables users to have much more control over how long people can access what you’re sending them. Given that Russian law enforcement officials are reportedly (via Insider) stopping people in the street and demanding to read their text messages, this could be vital to protect individuals from reprisals. In view of this, the regulator has cautioned investors not to rely on such investment tips / advice received through social media platforms. It has also said investors should exercise utmost caution while taking investment decisions while dealing in the securities market. Perpetrators of these scams will create a public group on Telegram to promote these investment packages that are usually accompanied by fake testimonies and sometimes advertised as being Shariah-compliant. Interested investors will be asked to directly message the representatives to begin investing in the various investment packages offered. Additionally, investors are often instructed to deposit monies into personal bank accounts of individuals who claim to represent a legitimate entity, and/or into an unrelated corporate account. To lend credence and to lure unsuspecting victims, perpetrators usually claim that their entity and/or the investment schemes are approved by financial authorities.
