«Я официально нахожусь на лечении за границей. У меня очень серьёзное заболевание. Но подряд 30 дней, как того требует законодательство для рассмотрения вопроса о лишении полномочий депутата, я не пропускал в Госдуме»,— заявил депутат.

On Telegram’s website, it says that Pavel Durov “supports Telegram financially and ideologically while Nikolai (Duvov)’s input is technological.” Currently, the Telegram team is based in Dubai, having moved around from Berlin, London and Singapore after departing Russia. Meanwhile, the company which owns Telegram is registered in the British Virgin Islands. Oleksandra Matviichuk, a Kyiv-based lawyer and head of the Center for Civil Liberties, called Durov’s position "very weak," and urged concrete improvements.
