12 марта мы направили владельцам этих соцсетей уведомление о включении в реестр. Теперь в нем 15 площадок: ВКонтакте, Одноклассники, Telegram, LiveJournal, Пикабу, Дзен, RuTube, YouTube, Likee, Twitter, TikTok, Pinterest, Twitch, Discord и Yappy.
Согласно закону о самоконтроле (№ 530-ФЗ) соцсети обязаны самостоятельно выявлять и блокировать запрещенную информацию — детскую порнографию, суицидальный, пронаркотический контент и др. Чтобы пользователи могли пожаловаться на размещение такого контента, соцсети обязаны разместить форму обратной связи. За несоблюдение закона владельцам грозит штраф до ₽8 млн.

It is unclear who runs the account, although Russia's official Ministry of Foreign Affairs Twitter account promoted the Telegram channel on Saturday and claimed it was operated by "a group of experts & journalists." The next bit isn’t clear, but Durov reportedly claimed that his resignation, dated March 21st, was an April Fools’ prank. TechCrunch implies that it was a matter of principle, but it’s hard to be clear on the wheres, whos and whys. Similarly, on April 17th, the Moscow Times quoted Durov as saying that he quit the company after being pressured to reveal account details about Ukrainians protesting the then-president Viktor Yanukovych. And indeed, volatility has been a hallmark of the market environment so far in 2022, with the S&P 500 still down more than 10% for the year-to-date after first sliding into a correction last month. The CBOE Volatility Index, or VIX, has held at a lofty level of more than 30. He said that since his platform does not have the capacity to check all channels, it may restrict some in Russia and Ukraine "for the duration of the conflict," but then reversed course hours later after many users complained that Telegram was an important source of information. Asked about its stance on disinformation, Telegram spokesperson Remi Vaughn told AFP: "As noted by our CEO, the sheer volume of information being shared on channels makes it extremely difficult to verify, so it's important that users double-check what they read."
